Following the council’s paper on Bury’s education landscape, the Education and Inclusion team at the local authority were asked to prepare a paper to give advice to governing bodies if they are considering their governance arrangements.

The paper was approved by the council late in 2018 and has been circulated to Chairs of governing bodies and Headteachers. The paper talks about the benefits to be realised when schools collaborate and provides background on management partnership arrangements, federation and academy conversion. The council’s 10 principles to be considered when exploring changes in leadership and governance arrangements are also contained within the paper as is a framework for effective consultation.
